3. The SPA/MF authorisation
[to be provided] operates fixed-odds lottery betting under authorisation act [to be provided], issued by the Secretaria de Prêmios e Apostas of the Ministério da Fazenda (SPA/MF), the body competent to grant, supervise and, where warranted, suspend or revoke authorisations of this kind throughout the national territory.

4. Object and scope of the authorisation
The authorisation covers the commercial exploitation of fixed-odds lottery betting, which comprises two sets: bets on real sporting events and bets on online games, understood as those whose result is determined by the outcome of a future random event produced by a random generator of numbers, symbols, figures or objects, under rules defined in the system itself.
Every game offered at jogodobicho.com falls within one of those two categories, has rules published before any bet is placed, and has been submitted for certification by an entity recognised by the SPA/MF. The specific rules of each game are set out on the game rules page and form part, for all purposes, of the terms of use accepted by the bettor.
What the authorisation does not cover also matters: [to be provided] does not run land-based gaming halls whose operation is barred by Brazilian law, does not broker bets on behalf of unauthorised third parties, and does not offer bettors in Brazil any product not comprised within this authorisation.

5. Commercial brands and domains
The law allows each authorisation to be exploited through a limited number of commercial brands — up to three — and the regulations require every brand to operate under the “.bet.br” domain, reserved in Brazil to authorised operators.

6. Personal and non-transferable nature of the authorisation
The authorisation is personal and non-transferable. It was granted to [to be provided] on the basis of requirements concerning that company in particular: its shareholding structure, the good standing of its partners and officers, its technical capability and its financial standing, all verified by the SPA/MF.

7. How to verify that this operator is authorised
Verification does not depend on believing what this site says. The SPA/MF publishes and keeps updated, on its website within the gov.br portal, the list of authorised companies together with each one’s CNPJ, brands and domains. It is enough to compare CNPJ [to be provided] against that list.

Sites accepting bets in Brazil without SPA/MF authorisation operate outside the law, and running gaming or lottery activity without legal authorisation is a criminal offence. 8. System certification and location of the infrastructure
The betting system of jogodobicho is hosted on infrastructure located within Brazilian territory, with a provider certified to ISO/IEC 27001, with information security controls, event logging and log retention on the terms required by the regulations.
The games, the random number generator and the platform have been assessed by a certification body recognised by the SPA/MF. 9. Registration, betting account and demonstration mode
To bet with money at stake, holding a betting account in one’s own name is mandatory, opened after registration and identity verification. There is no anonymous betting, no guest betting and no betting on behalf of someone else: the account holder, the holder of the CPF provided, and the holder of the bank account or Pix key used to deposit and withdraw must be the same person.
Registration requires, among other data, full name, CPF, date of birth, address and a valid means of contact, along with identity confirmation. Until verification is completed on the terms of the know-your-customer policy, the account cannot move funds.
There is one deliberate and bounded exception: the site offers a demonstration mode, with no financial stake and no economic value whatsoever, which unregistered visitors may access. 10. Customer service channels

11. Ombudsman
The ombudsman is the internal second instance: it handles cases from those who have already gone to customer service and either received no answer within the deadline or disagree with the outcome. It works independently of the commercial and operations teams, and its channel is [to be provided].
So that the ombudsman can examine the case, it needs the reference number of the earlier contact, the CPF of the account holder and a factual description of what happened. The ombudsman acknowledges receipt, examines the matter and replies in writing within the regulatory deadline, stating the conclusion and the reasoning behind it.

12. Data protection officer

13. Prevention of money laundering and terrorist financing
Operators of fixed-odds lottery betting are among the entities subject to anti-money-laundering legislation. That explains much of what bettors experience as bureaucracy: customer identification, document verification, periodic updating of registration data, and refusal of payment methods that do not belong to the account holder.

14. SPA/MF supervision and complaints to the regulator

15. Mandatory warnings
Betting is prohibited for anyone under 18. Registration is refused and the account is blocked where the holder is found not to meet the minimum age; in that situation any amounts staked give rise to no right to a prize, and the deposit is returned through the same payment method it came from.

Changes affecting bettors’ rights are notified in advance through the contact details on file and, where the regulations so require, depend on fresh acceptance for the account to continue operating. Drafting corrections that do not change the substance do not create a new version.
